Dr. Kizza Besigye has dismissed threats of a military coup by the UPDF
if he is elected president. “The army cannot work to the contrary
if Ugandans have decided. It is not the army to give us power. The army
works for the people and anyone with such thinking is mistaken,”
Besigye said on a live talk show on Kiira FM in Jinja last week.
“Ugandans must know from today that it is not the army to govern
a country, but the people. Power is not in the tanks President Yoweri
Museveni is exhibiting in Kololo, but it is with Ugandans and no one
will divert from your decision come February 23 (polling day),”
Besigye said.

Bank gives Uganda $135m to fight poverty

or cutting aid to Kampala, the World Bank board approved the grant although
it said that the funds would be less than originally intended because
of ongoing budget concerns.

Lt. Col. George Magezi, the commanding officer of the 505th brigade,
has died. He died at Mulago Hospital on Wednesday but hospital authorities
were not readily available for comment on the cause of death. The Northern
Uganda Peoples Defence Forces spokesman, Lt. Chris Magezi, yesterday
refuted reports that Magezi had died of wounds inflicted on him during
an attack
by Lord’s Resistance Army rebels.

Stakeholders of the Centre for Development Initiatives (CDI) of the
African Biodiversity Network of South Africa have expressed concern
about the likely extinction of the indigenous seeds if the country adopts
Genetically Modified Organisms (GMOs).
No
arrears, no votes, soldiers tell Museveni
Some 18 soldiers have been arrested in two barracks in northern Uganda
for putting up posters saying "no arrears, no votes". Twelve
of the soldiers were arrested on January 7 in Lira Barracks ahead of
President Museveni's visit to Lira District.
The President was in Lira to close a weeklong retreat by delegates of
the Uganda National Students Association at former NTC Ngetta. Mr Museveni
pumped Shs16 million into the retreat at which the association elected
new leadership. The soldiers thought the NRM presidential candidate
was in the area to seek votes and therefore sought to send him a clear
message. Museveni, however, will officially campaign in Lira next month.
The soldiers are demanding pay arrears dating back to 2000, when the
military leadership raised salaries by 10 percent. A private in the
army earns about Shs150,000 a month.

BARELY a week after lawyers distanced themselves from the petition,
the two men challenging Dr Kizza Besigye's candidature now want to block
the inclusion of the FDC leader's name and photo on the ballot paper.
Mr Asol Kabagambe and Mr Abdullah Faraj, whose standing in society is
not publicly established, but describe themselves as registered voters
of sound mind in the court papers, bounced back to the Constitutional
Court with an amended petition and an application for an injunction.

Reporters Without Borders has warned the Ugandan government about its
hardline approach to journalists covering the 23 February presidential
election, according to a release. "If nothing is done to ensure
the press is free to do its work, these elections will take place in
a climate of intimidation," Reporters Without Borders said. "If
the government wants the world to say the elections were free, fair
and transparent, it should heed our call for a change in attitude. The
Media Centre recently set up to monitor and punish the foreign press
is utterly illegitimate and should be disbanded."
