What motivates the NWO to make woman the primary victims of serial killers?
The same thing that motivates the NWO to eternally keep the nation of Haiti in hell on earth.
Why Haiti?

The same reason the crime, and drug use rate mysteriously rose to mega-proportions in Afro-American communities (all across the nation) just at the time after the major civil rights movement gains.
