1/ one is 'positive' and one is 'negative'
2/ one implies CW rotation and one implies CCW

What location of the planet was it first seen with regards to mankind?

Answer to your first question is that nobody knows, its source is lost to history, along with 'EL Dorado' or an 'Atlantis'.
All we have left is the fact it was known throughout MOST of the pre-Christian world.
Answer to your second question is the oldest dates to about 10,000 BCE, found in Mezine Ukraine.
