Is there a REAL outbreak, or is the ''outbreak'' at Matthews Farm a part of "Operation Winter Willow" !?

Just as operation Hawthorn was turned into a "real outbreak" last year, the same now happens with operation Winter Willow, although on a much larger scale compared to last year's exercise.
Isn't the public entitled to KNOW whether this is an outbreak or a drill ?

Britain is preparing 'very seriously' for a human flu pandemic linked to bird flu, Health Secretary Patricia Hewitt has said. Speaking as hundreds of thousands of turkeys were culled following an outbreak of bird flu, she warned the risk was remote but 'could be very serious indeed'.
Ms Hewitt said the Department of Health conducted a massive preparatory exercise last week.
The DoH had enough Tamiflu antivirals to cover a quarter of the population, as advised by scientists.
However, Government chief scientific adviser Sir David King stressed the outbreak at a Bernard Matthews turkey farm was isolated and there was no risk to humans.
'This does not add to the likelihood of it leading to a human pandemic. This does not add to the scare one little bit,' he added.

THE government is to conduct the largest emergency exercise since the cold war on Tuesday to test whether it could cope in the event of a flu epidemic in Britain.
Confidential plans have been circulated in Whitehall that will involve thousands of civil servants and officials from the emergency services. Some government advisers believe that a bird flu epidemic has overtaken terrorism as the biggest risk facing the country.
The exercise is designed to ensure that the authorities could cope with up to 30% of the population being infected and a possible 750,000 deaths.
Guidelines for coping with an epidemic suggest that people may have to be shown how to dispose of the bodies of family members killed by the disease. They also envisage that in the event of an outbreak, prisoners may have to be released early.
Operation Winter Willow will involve all the emergency services, council officials and government ministers including Patricia Hewitt, the health secretary, and David Miliband, the environment secretary. A second phase of the exercise will be held on February 19 and February 20.
Police will stop people entering exclusion zones and emergency centres will be set up to make the exercise as real as possible.
Ministers will take part in mock media conferences in what is being described as “one of the largest and most ambitious” projects of its kind ever conducted.
The exercise will also involve international agencies and bodies, including the World Health Organisation and the European Centre for Disease Prevention and Control.
Some of the exercise may be shown on television.
Government experts have expressed fears that up to 7m Britons could die in an epidemic if bird flu mutated into a form that could readily spread among humans. There have been approximately 250 confirmed human cases reported in Asia and Europe since 1997, including more than 150 deaths.
According to the government’s plans, the exercise will include “radical options” and “projections on excess deaths and communications with the public on different ways of working to manage the dead”.
Ministers have ordered enough flu vaccine for 3.5m people, but there are fears that this will prove ineffective if virulent new strains emerge.

Good point Freedomfiles.
Looks like operation Winter Willow is rolling on into the 'real thing'.
Or as real as this thing ever gets. The virus obviously has a keen
sense of timing.
As with the Foot and Mouth epidemic of 2001, all the testing is being
done at one central lab --with clear potential for manipulation of
the test results to enable the epidemic to "spread" according to
a pre-arranged schedule. Public health officials and vets are at a
loss to understand why the government won't allow them to use
portable field testing units to monitor things.
I guess we know why. Field tests would spoil the gameplan.

Siti Fadillah Supari, the health minister, made the claim as she signed an agreement with Baxter International that effectively gave the US healthcare company commercial rights to samples of the country’s human strain of bird flu virus.
The move highlights fears among developing countries affected by avian flu that, while they may co-operate with international researchers into the disease, they may nevertheless be unable to benefit from new vaccines and drugs that result.
But it also comes just as WHO officials are attempting to extend international sharing arrangements that exist for seasonal flu strains to potential pandemic viruses.
Indonesia last month started withholding samples of the H5N1 virus that has killed at least five people in the country this year.
Ms Siti Fadillah justified the move, saying that specimens sent to the WHO “have been forwarded to their collaborating centre. There they have been used for various reasons such as vaccine development or research”.
“Later they sold the discovery to us,” she added. “This is not fair. We are the ones who got sick, they took the sample through WHO and with WHO consent and they tried to produce it for their own use.”
She cited CSL, the Australian pharmaceutical group that has produced an experimental vaccine based on an Indonesian strain. “When I heard that Australia is developing a vaccine, I was very surprised because I have never given them permission.”
But David Heymann, acting head of communicable disease at the WHO, stressed that while there was a patent on the “reverse genetics” required to make seasonal flu strains safe for circulation, all vaccine manufacturers had free access to the strain.
He warned that patent protection on human strains of the disease would threaten the current system of international collaboration and could prove counterproductive, since there was no guarantee Indonesia’s strain would be the mutation that sparked a pandemic.
Dick Thompson, a WHO spokesman in Geneva, said the agency wanted to discuss with Jakarta “how they think the laboratory network and databank have been misused”. He added: “We’re committed to investigating abuses if they exist and making sure they don’t happen in the future.”
Under yWednesday’s deal, a Swiss-based unit of Baxter International will develop a bird flu vaccine. Indonesia will own the vaccine and the rights to make and market it. Baxter will have access to Indonesian samples and will aid Indonesia’s capacity to make vaccines. |

Yes, watch out for fireworks... but better yet, just watch and learn.
Be careful about narrowing your focus onto the Bilderburg connections though... because then you won't learn much other than what is given to you to learn. The (in)separation of corp and state are easier studied when you can view the entire playing field.
Bilderburg is a predefined merry-go-round. The real mechanizations are very much more dynamic. |

...is that we should expect a little bit of both. Because of the much discussed 'culture of sacrifice', there will certainly be enough killed to sell the psy-op. However, I doubt very much that anyone wants to let things get out of control. Real outbreaks have tremendous ability to break down social constructs and control mechanisms. We're not looking at a situation like that. We can expect just enough death to scare the hell out of most everyone - but not enough to actually solidify world changing forces.

I think they will unleash it on the midwestern United States, the stronghold of the Republican base to kill and sicken as many people as possible. Panic will ensue and the possibility of martial law and postponement of the 2008 presidential election. That's what I think. I'm probably wrong though. |
